ENGLAND - December 29, 2007 - Digital speed cameras which capture drivers smoking or eating at the wheel are being introduced nationwide in a new move to hammer motorists.

Drivers will also face fines, bans and even jail for infringements such as driving without a seatbelt, using a hand-held mobile phone or overtaking across double white lines.

The hi-tech DVD cameras, which have instant playback, will also be used to provide photographic evidence against those eating sandwiches or rolling-up cigarettes at the wheel.

These are now considered serious offenses under new guidelines drawn up for prosecutors.

The development will massively increase the number of fines and prosecutions against normally law-abiding drivers for relatively minor offenses.

As well as being fined £60 and given three points on their licenses, motorists now face two years in jail if their actions are considered to have been a factor in dangerous driving.

Virtually every police force in England, Wales and Scotland is now equipped with the new digital cameras. They were given Home Office approval in April but are quietly being rolled out nationwide.

More than 100 have been sold. The manufacturers have said their order book is full until next April.

The DVD cameras can operate as conventional speed traps. But thanks to the instant playback, they also double up to photograph motorists flouting laws other than speeding.

Set up by a police officer on sites such as motorway bridges, they constantly scan the cars and can digitally record drivers behind the wheel committing a vast array of minor traffic offenses.

Crucially the new technology, called Concept, allows officers to play back the footage to locate, view and capture the offense instantly.

Photographs taken using the device show how effective it is, capturing pictures such as a man apparently steering his Renault with his bare feet and the driver of an Alfa Romeo with a mobile phone clamped to his ear.

MONTPELIER, Vermont - December 28, 2007 - President Bush may soon have a new reason to avoid left-leaning Vermont: In one town, activists want him subject to arrest for war crimes.

A group in Brattleboro is petitioning to put an item on a town meeting agenda in March that would make Bush and Vice President Cheney subject to arrest and indictment if they visit the southeastern Vermont community.

"This petition is as radical as the Declaration of Independence, and it draws on that tradition in claiming a universal jurisdiction when governments fail to do what they're supposed to do," said Kurt Daims, 54, a retired machinist leading the drive.

As president, Bush has visited every state except Vermont.

The town meeting, an annual exercise in which residents gather to vote on everything from fire department budgets to municipal policy, requires about 1,000 signatures to place a binding item on the agenda.

The measure asks: "Shall the Selectboard instruct the Town Attorney to draft indictments against President Bush and Vice President Cheney for crimes against our Constitution, and publish said indictment for consideration by other municipalities?"

The White House did not immediately respond to requests for comment Friday. The press office did not immediately respond to an e-mail.

Support for the measure is far from universal, even in Vermont, where the state Senate voted earlier this year to support impeaching the president. Anti-war rallies are regular occurrences here, and "Impeach Bush" bumper stickers are common.

"I would not be supportive of it," said Stephen Steidle, a member of the town's selectboard, which oversees its government.

"It's well outside of our ability. From my perspective, the Brattleboro Selectboard needs to focus on the town and the things that need to be done here."

Daims has been circulating documents that claim the community acquires a "universal jurisdiction" to take such steps "when governments breach their highest duties."

"We have the full power to issue indictments, conduct trials, incarcerate offenders and do all other acts which Independent jurisdictions may of right do," the statement says.

Vermont Attorney General William Sorrell, a Democrat whose office has repeatedly sued the Bush regime over environmental issues, called the move "of very dubious legality."

"I have not seen the proposal, and I've done no legal research on any of the issues," Sorrell said. "But at first blush, if this passed, they'd have really uphill sledding trying to have it be legal and enforceable."

ORLANDO, Florida - December 26, 2007 - The State Attorney's Office has decided not to prosecute a 10-year-old girl who brought a steak knife to school to cut her lunch. After a review of the child's school record, prosecutors determined charges should be dropped, Assistant State Attorney Ric Ridgway said today.

Teachers saw the child using a 4 1/2 inch kitchen knife to cut her steak at lunch on Dec. 13. They notified the Marion County Sheriff's Office and she was arrested on a felony weapons charge. She was also suspended from school for three days.

Investigators with the Department of Juvenile Justice then interviewed the child and looked at her clean school and behavioral record. They recommended that charges should be dropped and the State Attorney's Office agreed.

"She has an excellent school history, no disciplinary problems, good grades and nothing whatsoever to suggest she was a troubled child," Ridgway said.
